What do you suppose is holding that rear axle in place? Surely not that shock/spring mechanism? How could that possible provide suspension and attachment to the frame?
....Now that he has it destroyed past the point of no return, its time to dump it on some unsuspecting wanna be hot rodder for a mere 2 grand....... still a few usable parts there.....

These "projects" are the whole reason I hate rat rods. Maybe, maybe, if the tires are actually new, then maybe it's worth $1500. Let it stew on CL for a couple of weeks and make sure you go there when the wife or girlfriend is there and you'll get the truck for $1000 but the tires have to be new, never driven.

The tires do appear to be new, in fact it looks like the first one has a flap rolled up inside it.

This looks like a "doodle bug." Farmers/ranchers converted vehicles (Model A's & T's predominated), used them in lieu of tractors.
Well that made me look up Doodle bug.
Why in the world would someone drop that much on new tires when you are not even close to needing them? He still had so much work to get it to move under it's own power let alone be anything close to safe. Some people just amaze me.
