1991 Superduty horn not working - help

I have a 1991 Super duty, no cruise. The turn signal cancel did not work, so I opened up the column and installed a new plastic turn signal piece - So far so good.

The horn is also not working. I figured I would get that at the same time. The fuses are all good, the connections in the column look good but no power to either spring loaded pin in the column. The horns - I took them off, cleaned up the spade and ground, and tested them directly off the battery - working. The push switch in the steering wheel works - good.

I have an extra column - with cruise, this one grounds one on the two connections between the horn switch and the steering wheel. The non-cruise does not seem to do this. So, I think I need 12V on one of these pins and don't have it - Any idea why?

I am thinking there are 2 relays, one before the column and one after. Maybe bad? I don't know exactly where these are.

I am also thinking the cig lighter is out (same fuse) - messed up wiring there could effect the horn power??

I am also thinking there might be another fuse...somewhere. The panel left of the column and low on the dash is not blown. Any ideas where?

Confusion - should be simple, maybe I am missing something obvious??

on my '93 (was chip truck.but doesn't matter) i didn't have a working horn when the cruise control servo was bad.replaced the servo and it restored both the cruise and the horn.while i was searching for a servo,i remember simply providing a ground jumper to the center metal and the horn would work.once i replaced the servo,the horn would work without the jumper.you could simply connect the wires out at the servo for the direct ground for the horn too but this was a few years ago,and iv long since forgot the wire colors.others will post up some info for ya they have on hand.good luck.

91 is different. check for power at the horn relay.

I know the horn relay is 3 prong, and on the right, interior, behind the glove box?? Exactly where is this bad boy??
