Throttle is Governed !?! ... HELP!

I have a 94 f250 351w 5 speed, 6" lift, 39.5 Swampers, and I was driving home from work last night and i stopped at a stop sign and when i took off and shifted up into 3rd about halfway through the gear the truck was actig like it was governed it wouldnt go any faster then 25-30mph no matter how hard I pressed the throttle. It was ******* out and then getting power ******* out getting power, as if someone smashing the throttle on and off, it also did this when i tried shifting into 4th ... It acts like it was starving for fuel or didn't have enough fuel pumping into it to go any faster, but the truck has a brand new fuel tank, and with that i tested the pump and checked it over before putting it back in the tank, and i also changed the fuel filter a couple hundred miles ago. The truck did have dual tanks but i took the rear out and sealed off the lines, I don't know if that could be a problem!?!? I haven't had a problem till now so i don't think that's it. I've never had a problem like this with a vehicle ... In the end i just babied it home at about 25-30mph seeing as how i couldn't go any faster lol good thing works only 2.3 miles from home!! ... Any help would be great!!! ... THANKS

New parts does not equal good parts....check the fuel pressure.

You answered your own question... if it feels like it ain't getting enough fuel then it probably ain't! Check fuel pressure as mentioned above, if it's low then pull the vacuum hose off the pressure regulator (on the fuel rail) and see if it increases. Also, if that vac line smells like gas then the regulator is definitely bad. If it ain't the regulator then you have a bad pump or a leak somewhere.

My smog pump is just about shot would this maybe the cause

I suppose it could if it was locking up but it would be making a bunch of racket and possibly smoking the belt.

Thats how i know the smog pump is bad because it is making all kinds of racket , Im trying to get a 73" smog pump bypass belt so i can just get rid of the useless thing lol
