04-08 4wd actuator issues

I recently replaced my driver side hub and noticed the ring with the teeth on the inside was not connected to the actuator. now I'm getting a sound like a brake rotor on a lathe only when I accelerate, I'm just at a loss as to what it could be.


On a slightly different subject, what is the point of the actuator in the hub? what are the pros and cons with this design?
