Way to check recalls that need to be done?

is there away online to check if a vehicle has outstanding
recalls??Or can this only be done through a dealer?

search the web for "gov auto recalls" and you have several government sites to choose from.

Alldata has a complete list of recalls , tsb's But it costs , NHTSA charges by the minute I believe to look things up for you if you want details on Tsb . NHTSA has a list , but their main aim is safety related problems , Plus their numbers , esp with Ford vehicles rarely corresponds to manufacturers tsb's .
