1957 F-800 Timing Advance Issue

I have a 1957 Ford F-800 with a 332. The engine and carb have just been rebuilt. I have the timing at idle set at 8 deg as suggested in the shop manual. When I increase the RPMs, the timing does not advance from the 8 deg. I noticed on the first road test of the rebuilt engine that I did not have much power when climbing a slight grade on the highway. The old engine had the same problem, so I'm guessing this timing issue has plagued the truck for some time. The distributor has the vacuum advance. The vacuum line runs from the dist. to a port on the intake. The governor (below the dist) has two vacuum lines which run from it to both side of the carb (holley 4 bbrl). I took the cap off and the advance parts appear to move freely and the springs return them to their original position.

I'm not sure if the timing should advance from the vacuum or from the centripetal rotation, so I'm not really sure what to troubleshoot. One guy suggested that I just replace the parts in the dist with electronic ignition, but I'm not sure if that will solve my advance issue or if it just gives a more reliable spark.

Does anyone have any experience with similar issues or have any suggestions on how to troubleshoot this????

You might be better off to post this in the LARGE truck section. I can tell you switching to an electronic ignition won't solve an advance problem..
