Fuel Injector Question for 1990 Bronco

OK, I haven't been able to get the fuel injectors to fire at all since it stopped running a few years back. Yesterday I checked the wiring and noticed juice was on both injector wires. I thought it was odd and tested it with a noid light and now their pulsing. I know the ground wire isn't supposed to have juice but why would it start pulsing now when 12v is applied to the ground side? I am going to pull the harness off and check for shorts later, I was just wondering of any comments or suggestions. Also as a side note, I did remove the computer when I checked for 12v on the wires and it was still present so that should rule out a computer problem. Thanks for any advice.
