No power to fuel pump. Please help

So I have a 1988 f250 w/460. I have no power to the fuel pumps. This is what I have tried so far. I have power full time to the FP relay on the yellow wire. I have power to the inertia switch on the brown wire but no power to pk/bk. I have unplugged the inertia switch and jumped the brown to pk/bk. I cannot get any power past the brown wire. I have checked the pk/bk at the high pressure pump and the red/w at the selector and no power at either. No power at either low pressure pump. Also when I turn on the ignition I only hear one click at the relay and I heard that I should hear a second click in about one or two seconds. I'm really getting frustrated and all help is appreciated.
