Well I checked all the fuses and they were all good,
Didn't check relays.(Should I?)
Could it be the cheap China bluetooth dongle I got?

I don't have an Iphone,Just an Android.So I need a bluetooth device or a wired in device.

pair the bluetooth device first, use code 1234
then run the ap and let it auto connect..
I would suggest stopping by autozone and have them use their scanner on it...
then you could determine if it's the truck or between the dongle and the ap.
being that it worked on the other setup you tried, i'd lean towards the truck being the culprit.

I had same problem.
I had the same problem on my 1999 F150 it was the 20 Amp fuse for the cigar lighter/OBD2 fuse under the dash #3 was blown. I'm currently using the BAFX Product OBD2 Bluetooth just because it is built tougher and they clam it will work with all autos sold in the US since 1996. I'm using the Torque app on Android platform. I'm not the sharpest guy in town, I didn't realize there are two separate fuse panels on my truck till I started looking. Hope it helps.

Ya that's the problem. There is no v1.5 of the ELM327 chip. LOTS and LOTS of cheep knock offs came out under the v1.5 number but really its only a the leaked code from 1.2. The 1.2 code had really crappy ford support.
If you want to get an OBD2 scanner with an ELM327 chip it has to be v1.4B or v2.1.
ELM sells the chip's for $21. So any time you see a scanner going for less then that its most likely a knockoff.
