1952 F-1 fender question

1952 F-1 fender question

The front fenders have a support that is bolted to the radiator core support and it has a rubber piece on top that is sandwiched between it and the fender.

Question: is this also bolted to the fender somewhere?

The brace bolts to the fender at the outer edge where the upper and lower parts join. The rubber is just sandwiched in between.
