I have to agree, it is inconsistent with all other Ford parts numbering schemes. For one thing, who would care which foundry it came out of? On all other numbers, the suffix indicates a Revision level. The difference between "D" and "L" could also be something like Taxi/Police model, Truck vs Car, etc.
