tow capacity of a 1992 f 250

It really depends. Do you know what engine, what transmission and what rear end ratio was fitted?
It also may depend on whoever imported/converted the truck, as to what rating they issued with the truck, and if it differed from the rating put on US trucks (for imported trucks, typically it doesn't).
The answer to these questions may not matter, as even in its lowest tow rating configuration, it should pull 3200kg - the highest tow rating configs are around 5000kg.

The vehicles are mechanically the same, and it comes down to how whoever sold your vehicle originally rated it.
All private importers I have seen have just used the USA tow ratings.
The Trucks sold by Ford Aus were downrated a bit.
Frankly, it doesn't matter, Police Officers/registration authorities have no way easy way of knowing what the towing capacity is of a 92 F250 unless it is stamped on it. The main things they will care about is if its above 750kg, the trailer has brakes, and if its above 4500kg, you have a truck license that allows that weight.
