30-40 seems a bit high. I have seen good results and great results. Depends on the person doing the port work. I understand there are more factors in there but that is the biggest change.

I am not certain you need a retune with just a port job. If you swap out injectors you will need a tune. In theory, all of the air behind the MAF has been metered and accounted for, the injectors are tuned for a certain flow rate/pulse width, the O2 sensors will pick up HCs in the exhaust and the PCM will adjust accordingly. You will benefit more with a tune but you will most likely not need it.

As AX mentioned, you will need to modify other parts of the truck to make the power useful or you will just have a truck that is good a roasting the tires off of the rims.

As far as the 03/04 Cobras (and a few DOHC 4.6 variants go) Ford left a TON on the table with power. There is ton of room left

Not sure about the performance yet so I'll get some body work done. These front fenders are in good shape. About to blast them.

I'm shaving the front bumper, so I can mount my intercooler in the front smoothie roll pan

The intercooler is a lot bigger than it looked in the picture. I hope I can make it fit

So is that harness a stand-alone setup?

The harness plugs into the factory engine harness and has only 4 wires to hook up. It also comes with it's own fuse block

So that is from the engine harness to the PCM?

Also, who makes that return style fuel setup you have?

I have a 99/01

Yes it connects between the engine harness and the PCM. the return style fuel setup is also from dunne rite performance. It shows the installation of both on an episode of trucks.

That's lucky! It will be a journey to get somewhere with a dyno when I get this beast running
