Carpet installation, under or over shifter boot?

Carpet installation, under or over shifter boot?

How does the carpet keep dry?
Boot on top of the carpet would let it get wet.
Boot down first, then carpet in the "wrinkle" what holds the carpet down?

There are TWO foam rubber seals that are supposed to go in the shifter hole under the boot. (at least that's how my 4x4 truck came)
I think the top one is just for noise, but the bottom one keeps all the road crap out.

Here's what the catalog shows. Basically the outer boot goes to the trsnny cover with a gasket under it, and the carpet goes over the boot. On mine I got the carpet cut where the edges hid under the first fold of the boot, meaning it was cut just to fit the hole.
