IPR/ICP? NO START SITUATION....

If I turn the key to the on position it just pumps air..... the only way I can get fuel into my fuel bowl is by removing the filter and putting my finger over the FPR (at least I think that is what the top port is on the drivers side of the bowl)....after I do this for a few seconds, fuel comes through the inlet as it should.....I put the fuel filter back in and crank, the bowl drains, no start and and I am back to square one, pumping air....

Does this make any sense to anyone?

What's your fuel level? You could have lost the foot in your fuel tank, and filling up can be a temporary fix. ICP/IPR is oil related - not fuel.

The fuel level is a little over a quarter full.

The more I work on this, I kind of think the lift pump may be bad. Here is where I am at:

Batteries are charged and crank speed is good. I tried cranking without the ICP hooked up, even though I don't think that is the case.

I have the fuel filter out of the bowl, fuel is just above the inlet. The last time I cycle the key, I was getting no fuel and very little air and it sounded kind of weak. I got underneath as it was trying to pump and I tapped on the lift pump and it sounded like it picked up speed and got louder. I don't have any experience with the lift pump, but I do run VEG through it....I am thinking this may be the culprit.

I am going to fill the diesel tank up just to rule out the not getting any fuel from the tank before I replace the lift pump.....

any thoughts?

ICP, IPR are oil side. They have NOTHING to do with the fuel side of the truck. If you run vegie how do you filter it? How is it run? Are you just dumping oil into your fuel tank?

If plugging the return line causes fuel to be pumped into the bowl, my best guess is you have the return line and a suction line tied together somehow. That's about the only explanation I can come up with that makes a bit of sense.
