Is it that it won't crank at all with the key, or will it crank but not start and run?
Thats a good question actually. I made the assumption that it wouldn't crank at all because you stated it doesn't matter how hard you press the clutch in.
It's starting to sound more like a starter issue. There is a starter relay on your fuse panel. And I'm sure there's also a fuse for it. I'm trying to think off all the simple things.

Correction. The 99 owners manual is unavailable. I was able to pull up the 2000. I know where are differences between the e99 and 2000, but I can't speak intelligently about what they are. I didn't see a starter relay for the 2000. For mine, which is an 03, it's relay 307. I do know the fuse panels changed. I think it was in 01?
On the right fender you'll see a relay that resembles the glow plug relay. If you jumper the two large lugs, the starter should engage. Obviously, make sure the transmission is in neutral, and the park brake is set before doing so . . .
Slowing down a bit, if you short the two big posts on the starter relay located on the passenger fender well, does the starter crank? What is the voltage on your battery cables (not the battery posts)? This could be a simple matter of corroded or loose cables.
