I just changed the FP on my 99 expedition 5.4 last week and yes there is a "sock" at the bottom of the pump that filters the fuel before it goes into the pump

Well my truck spits and sputters at the low end and once its uo to speed rpm wise it runs great. Any thoughts.

I doubt that has anything to do with the fuel pump. IF filter had a problem, you high speed would be bad and idle would be better.
