95 ford f-250 no boost till 3k RPM

hi i'm new here and i working on my friends 95 having an issue with the power i can hear the turbo whistle at most RPM's but i'm not getting any of the boost power till i get it above 3k rpm's u can feel it kick in, but between idle and 3k there seems to be no boost power? i have checked several things that i have read on here and other forums i'm hoping its not the turbo but it seems it might be there is no smoke white or black. the truck starts and idles fine i checked the h-pop changed the fuel filter ( it needs a oil change BADLY that will happen tomorrow or Friday) i have unplugged the map runs the same... and that sensor for the small pipe that runs down the front no change. i have also checked that exhaust valve and it is working fine. i don't have access to a tester 50 miles to nearest tech shop and i don't want to drive it like this that far if u guys have any ideas for me please let me know i have pulled most of my hair out on this and i am confused

Check for pre turbo exhaust leaks and boost leaks

i have checked for leaks the red inlet for boost side (from filter)is cracked but only under the clamp i found no other leaks but i may not be looking in the right place? and i haven't found any on the exhaust side any other things i should look at could the turbo be going bad ?

Check for boost leaks from turbo to engine

Check for exhaust at manifold and uppipes

Check the compressor wheel for and damage. The blades should be smooth and sharp

where are the uppies at ... sorry i never worked on a diesel before.. and whats a good way to test for leaks ? should i spray something in the y pipe area ?

EDIT: and without taking the turbo off is there a way to check the wheel ?

The uppies are at the rear of the engine, running from the exhaust maoifolds up to the turbo. Look for black soot marks on the firewall, and around where the pipes hook to. You can pull the intake hose off the turbo to check the vanes, and as stated the edges should be sharp and straight.

so i decided to try and pull the turbo..... OMG this thing was put together so that u cant take it off WHY?!?!?!?!?!? so yea having issues now i have to go buy a swivel 15mm socket ( thank god for YouTube) and then somehow get the 2 back 10mm bolts off so i can check the up-pipes and my other friend said he might have a spare turbo in his garage (fingers crossed) so i can kill 2 birds with one stone ... lol then i can go about rebuilding the other when i have the cash... well i guess when you bite off more then u can chew u have to just keep at it till its done right ... >.> i hope this issue is fixed before the weekend friend needs it back so he can move his horses this weekend

Did you do any diagnosing before you decided to do that?

So is the truck not running right? What were your boost numbers? With a stock truck, its hard to hear the turbo.

i did alot of trouble shooting over the last week but to no avail...im taking the turbo off so i can inspect it and the uppipes up close im just having issues with it not spooling and giving boost till way past its norm another guy in town also has a stalk( no mods 95 and it has alot more miles on it and it has boost where it should where this truck it does not, but it did last time he drove it down here (3 weeks ago) its a pain to do but im gonna do it so i know how to when he gets ready to upgrade it. i was just trying to see if anyone else has had this problem I.E. no smoke(black or white) idles fine but when u get on it the boost doesn't kick in till past 3K RPM's i can hear the whistle from the turbo its just not spooling boost like it should ... . i checked the wheel and it seems fine i can feel the splines and none feel chiped or missing (thank god :P) so as soon as i get the turbo off and look at everything ill chime back in thanks for the ideas so far tho

A stock obs wont smoke.

someone told me that if the turbo was bad it would smoke.....

If the compressor wheel was fine then there was no need to pull the turbo.

If the turbo wasn't working it would dump black smoke.

How many miles on the truck ?

Have you checked fuel pressure ?

Have you actually seen the boost numbers of that truck ?

how do i get the boost numbers ?its bone stock and no boost gauge i cannot afford to just go buy parts for it so i'm stuck with having to trouble shoot it with minimal access to stuff ... the oil pressure gauge does jump around when at higher RPMs 3000+ but does stay good at the lower RPMs 1000-3000 i am doing an oil change tomorrow as soon as i can get a 5 gal bucket to put under it i'm hoping it helps cause the oil is very nasty looks like its been in there for a long time ......

oh and the mileage is 207k
and no i haven't checked fuel pressure i don't have that gauge ... ill see if i can barrow one from a friend in town when i go tomorrow ...
