PSD won't start after swap

Swapped a 97 psd into a 93 f250. Took all wiring with the diesel, under dash and under hood harnesses. Replaced PCM, swapped gas tanks, all lines and all electronics. Changed the fuel filter and oil filter. Anywho i go to start it and key in the on position i hear a buzzing from the fuse box under the hood. I thought this was the self-priming fuel pump but when i check the filter its still bone dry. So i add diesel to the filter bowl. Still nothing. Cranks and cranks but no start. Oh and the truck was sitting 7 months before i bought it. Help?

It could be any one or more of a hundred things. Do you have access to a scan tool that can access (and preferably log) ICP, IPR duty cycle, injector pulse width, voltage and RPM, all while cranking? Are you sure the batteries are in good shape?

You might have noticed, having installed the engine and presumably the fuel system, that there is no "self-priming" fuel pump. If the filter is dry after cranking it, the fuel pump is not working, or you have the fuel lines connected incorrectly. That would be the first thing to check.

Nothing in the fuse box should buzz. It's just fuses and relays. Any noise like that suggests a voltage problem as mentioned above. Try disconnecting the GP relay and turning the key to RUN, just to see if that makes the noise stop. If so, it's def. a voltage problem.

Other preliminaries - does the WTS light come on (you DID swap in the diesel-specific cluster and lights, right?)? Does the tach move when you crank it?

WTS does come on. Yes i swapped all clusters but i have not put the dash back together yet as i fear it could be something with my wiring. Im close to 100% sure the fuel lines are correct, i think im going to figure out which fuse is buzzing and try replacing it.

A fuse won't buzz. A relay might, but it most likely doesn't indicate the relay is bad. As said (twice now), it usually indicates a voltage issue.

Does smoke come out of the tailpipe?

No smoke. Batteries are fine they say on a charger for about 2 days confirmed 100% on both. It cranks fine doesnt seem slow.

Which is the GP relay. What does it stand for?

Glow plug relay. You had to have encountered / connected it when you installed the engine.

Didnt open the main fuse/ relay box once. Just swapped everything over as was

The glow plug relay is not in the fuse/relay box.

Are you using the fuse/relay box from the donor, or the one that was in the '93 truck?

Glow plug relay is located on top of the engine, under the cover if you have one.

Heres another question, if i fill my fuel bowl with diesel, is there a reason why it wouldn't start?
