Yes actuator should cycle. check the electronics to ensure proper connections.

I thought so. It is not cycling and I can move move it freely while the key is on. I am hoping maybe I have a blown fuse somewhere or something. I wont be able to look today because I will be out of town with work until Thursday evening, but please, if anyone has any suggestions, please throw them my way. Updates:
I installed the body bolts, hoping it was a grounding issue, same result.
The only scanner I have is my super chips. Even after I clear the codes, the wrench still displays in the console.

did you by chance remove the wiring harness from the connectors by the airbox? If so could you have a pushed in pin or maybe a bent one.

FYI, Mine has the cable pulled right off the turbo VVT controller,
it triggers the engine light, but truck runs and starts 100% fine.

No, I only unplugged the Actuator.

I agree that it would start without the actuator connected, but since mine is connected and not cycling, it points to something else being wrong. I am going to check every fuse in the truck tonight and see if I can figure it out. Maybe a fuse to the PCM or something.

Ok, good news bad news. Seems like my life is full of that. The good news is, I got it to start. Fuse 72 was blown. Replaced it and she purred like a kitten. Bad news is, apparently the oil drain on the bottom of the turbo did not go together right and she started proceeded to pour several quarts of oil onto my shop floor. Oh well, its not like I've never taken my turbo off!

Man you are going to be an expert at this Turbo removal/ installation by the time you get this thing wrapped up.

I think we have all been there done that. It will be easier to fix this issue.

Should it still start? I am not laying on the starter any longer than 20 seconds or so.
Also, I remember reading a post that someone had some kind of a no start issue and it ended up being his passenger side battery. My passenger side battery is bad (I have it disconnected and a battery charger/starter connected to it. Could that be my entire problem?

I will PM you my cell number. I can pull and install the turbos with my eyes closed now. I just need to learn diagnostics.
Hate to tell you this, but you might be in for some major work. Fuse 72 blowing and P0091 and P0003 tells me that theres something wrong with the circuitry to your high pressure pump usually the gasket with the pass through wiring.

Yes, I know that is typically what it means, but I am hoping that it is something I did while removing or installing the turbo. Also, it is a 20 amp fuse and all I had was a 15, and since it didn't blow immediately, I have my fingers crossed
