AX, I'm very glad that she's ok. I can completely empathize with your niece. I was in a similar situation when I was 17. I agree with Doc, you can't be too careful about internal injuries, but it does sound a bit ridiculous how they handled the situation.
For some reason, when there's an accident involving girls cops really like to shake them up a bit. (I'm speaking from my own experiences here, and am not trying to malign all law enforcement officers when I say this, as I have dealt with some great cops in the past.)
When I was 17, I was on the highway and had some jacka** cut me off, leaving me with the options to 1) rear-end him or 2) take my chances with the brakes. I chose the brakes. Went into a fishtail, moved from left lane across the right, went down into a massive ditch, hit a fence post, and that spun my car in such a way that I wound up with my passenger door wrapped around a sign beam (the concrete, formed kind of beam). The good Lord blessed everyone driving around me, as well as me, and I was the only one who had anything happen, and I just had a couple scratches from the glass hitting me.
I called 911, told them I needed a cop and a tow truck. So, when Wisc. HP shows up and slides to a stop (icy conditions and all), the guy was a total jerk to me. Threatened that he could ticket me for driving too fast for conditions and made all different kinds of comments while I was sitting in the back seat and waiting for my mom to show up. During this time, my cell phone dies. He gets a call about a different crash down the road. So he informs me that he's going to bring me to the Hardee's a few miles back so he can respond to the other accident. So I tell him my mom is on her way and I don't have a way to get a hold of her and asked if he could get a hold of her. He says NO. Now, my mom is a scary lady when she's scared and mad and I know that she's both scared that I'm might be hurt and mad that she has to pick me up from an accident site on the highway. So I tell the cop, "My mom is expecting to find me here with my car, not at Hardee's. And if she gets here and I'm not here, a cop isn't here, and sees what my car looks like, she's not going to looking for me at Hardee's. She'll be looking for me at the hospital." He didn't care, apparently, and told me that he needed to respond to the other accident. So I told him that if he really needed to leave, I'd go hike to my car and wait for my mom. And I stared him down. So he waited. Mom got there, and I got to her first and told her everything that had gone down.
She did that slow mom turn- you know, the kind with a frown and narrowed eyes that pin you in place- and advanced upon that cop. I have never seen a cop back up the way he did. I just smiled while she laid into him about wanting to leave a minor unsupervised in an unfamiliar town without notifying the guardian, etc..
Remember: Never tick off a mother who was a social worker, juvenile probation officer, and a teacher. You'll get a lecture like no other. Trust me on this one.

As a ex paid on call firefighter I would set around waiting(wanting )for a big accident so I could get my big toy ( jaws of life)out and cut up a car like a tin can!! That is the mind set of all young weekend firefighters.
I was driving to upper Michigan to go sking with a friend. I was driving the second **** and it was about 3:30am somewhere around Mosinee wis.
My friend told me to us his cruise control so I would not get a speeding ticket . I was doing about 70 and I hit black ice and the car did a 180* and now I was doing 70 mph backwards the car stared bouncing off the snow bank on the shoulder of the road and then it got real quiet !!!! That is when the Mazda rx7 left the ground and flipped over backwards.
My friend and I climbed out and gave each other the biggest hug ever.not a scratch on us . The car roof by the windshield was pushed in about 4 " not another dent or scratch on it! Then the kid in the tow truck came out and f'd it all up. By the time he was done it was totaled!!!

I'll second the "eager to use big expensive toys" argument, because I've not only seen it, I've had the firefighters tell me as much.
I was at a rollover involving two drunk gals in a suburban on its side. One climbed out the driver's window, but the other was too drunk to even try. She was giggling and flirting with the medics and firemen, and claimed no injury.
Almost immediately though, two firemen jumped into the vehicle and put her on a backboard and put her in a collar. At the same time, the others fired up the JOL, busted out the back window, and began cutting out the back seat. After working for several minutes, they gave up trying to cut the seat frame. They took a different tack and began cutting into the floorboard and pinching metal to free the bases from the floor.
Just before the car split in half, I pushed my way through them and pulled on the seat release handle freeing the removable rear seat with the flick of a finger. It is likely the truck would have been totaled anyway, but I'm amazed how often people will let their their @$$es outrun their brains at the first hint of stress.
Glad your niece is OK. I just wish everyone in that situation would take a moment to gather their wits before acting.
At least she didn't have a grease fire on her stove and end up with a hole in her roof, all of her windows broken out, all of her property dumped in the front yard, and 20,000 gallons of water in her house!

It seems as though what was done is done...that said, if I were her I would write a letter to the Mayor and city council (assuming that these are the ranking public officials in that burg) stating my displeasure with the manner in which the PD/FD conducted themselves. Then I would go to the FD and PD and personally let them know how they had failed to "serve and protect" me. I would take an older adult along to add some weight to what I had to say. Even volunteer units like to think that they are serving their communities and they really don't like to hear from citizens that they blew it. Next stop would be the newspaper.

First and foremost I am glad she is okay physically because now these unprofessional people have scarred her for life.
Charlie is correct, it needs to be brought up. This kind of stuff does happen and really pisses me off to no end. Being in law enforcement for 22yrs (still doing it) and obviously a car/truck guy, only makes it worse. This kind of stupidity makes us all look bad. I don't know about NY but in CA for that type of stunt a law suit could be filed. At the least she needs to file complaints with the Chiefs of police and fire so this kind of action stops. Yes, in our professions we deal with turds all to often but we deal almost as much with good people that don't need to be treated like this and truly need our help.
I hope it ends up working out for her in the long run.
