u asked if it was the valve or gasket? it appears to be the gasket as it isn't wet around the tip of the valve, but it is, after all, the gasket that came in the enclosed package with the valve, from Fumoto.
First I've heard of this kind of problem as well. Sounds like another crank on the wrench might be required to tighten up enough to seal it off?? It also sounds like if it is a small, slow drop, that only a very minor tightening would do the trick.

His comment was more along the lines of why did you ask fumoto for help when you haven't even checked to see what the problem was.
If it's the gasket just try tightening it another 1/4 turn or so.
Try using a different valve. The EZ Oil Drain Valve seals with a Viton O-ring, where as the Fumoto can only use a fiber gasket to seal. Gaskets can crack, or get lost. You'll see the difference here in this video.
