I'll wager he had problems with not having facility to heat the bottom of the intake. That means it is an older Cliffy, pre heating element.
I thought the cliffies mounted 4v carbs oriented the same as an Offy C?

The clifford intakes have a square bolt pattern that allows you to bolt the carb mounting plate/adapter either direction.
