Info on Fuel tank mounting behind seat

Info on Fuel tank mounting behind seat

Carpenter shows 3 seals, pads & bumpers listed to mount the behind the seat fuel tank.
7C-9136-A oval seal ( I can figure this out)
21C-9299 outlet pads (Do these go just outside the oval seal to support some weight?)
01-A-16188 (Do these go in holes in the floor under the tank?)

Thanks for any help.

The 21C-9299 outlet pads were near each end when I removed my tank.

4 of the 01-A-16188 go into feet on the bottom of the tank. By the way these also look like the ones on the tool box over the tank.
