In looking at the diagram the relay is between the
two points in the system. I would bet if you were
to open the CJB and dig out that relay you would
find that it has burned contacts.
I think the two PDFs that I post will give you some more
info on what is going on.
Sorry I could not come up with better diagrams. The
2003 ones are not that easy to save as a PDF.
