I'm new to the 7.3. I have a 2000 EX WITH 175k on it. When I'm hard on the throttle(not wot) and it shifts from 3rd to 4th it makes a whoosh sound with almost a futter also. Could the be my EBPV is gonna need work. Any info would help. I'm gonna be pulling turbo to replace pedistal o-rings possible this weekend. If the EBPV needs work might as well get it all done at once.

Check for in/out movement on the compressor wheel and you may be missing some of the 5/16 12 point bolts that hold the turbine housing to the center section. The dealer will have some replacement bolts that should stay in better if you're missing any. Depending on your odometer or shaft play, you may want to rebuild the turbo while its out.
