96 f150 heat
I have a 96 f150 the heater blows hot air when its 60 degrees or higher outside but when its cold outside it blows cold air its like you got the AC on what can be wrong its got a 4.9 engine

I'm not saying you didn't check it, but the most common cause of improper heater output is low coolant. If you've got hot air outside, there's not as much need for assisted heat and it will feel like normal. If you've got cold air outside and not enough coolant to provide heat, it's going to blow cold air.
Check the coolant in the radiator and make sure the reservoir is properly filled.
Step 2 is bring the engine up to temperature and check the heater hoses. If the heater core is plugged, one hose will be hot and the other will be cold.
