I don't know the answer to that question. In fact, I suspect it varies from truck to truck. However, it is my impression from what I've read that the WD40 was squirted into the lock via the key slot, so that suggests the stiffness was dried grease in the tumbler itself.

You obviously can do a better job if you take some of the column apart to lube it. But I have just squirted it into the key slot, and kept working it back and forth. What was I lubing I am not sure, but I pretty much was drowning it a little bit at a time, wiping the drips up with a rag underneath the column.
And yes we have had this discussion before, wd40 is not a very good lubricant, but it is a good solvent/very thin lubricant, and it seems to loosen up and rejuvenate the old grease in the column. All I know is it seems to be a quick fix when the thing starts acting up.
