I have been having cold start smoke/miss (smells terrible) for a few months. I figured it was an injector that had gone south since it did start making a funny noise. So i ordered a set of Reman single shots w/hydra chip Injectors and installed them, only to still have the cold start smoke/miss. I checked the usual....( boost leaks, fuel leaks, all sensors check ok according to AE, No excessive blow by, harnesses, and VC gaskets ohm around 3.2 - 3.4 at the 42 pin connector, fuel pressure at 65psi @idle, hpop 500+ @idle, does not consume excessive oil, degas bottle is clean, does not consume coolant.
Went ahead and did a compression test... these are my results.

Would it be possible it is a valve rather than rings....?? If so how do i check for that...??? (leak down test??)
Finally, what are my options besides a short block from ford??? Is the RiffRaff rebuild kit the way to go???
I have an engine out of an OBS that i could use. Are the blocks interchangeable???
If there's no excessive blowby then it would almost certainly be valve related. Did you put the copper washer in for the injector on that cyl? Somone else can probably chime in about how to test for it. If the obs heads are compatible you could get a fresh valve job on those heads and have minimal down time. How many miles does your SD have?
I think you could remove that glow plug, pressurize the cylinder with both valves closed using compressed air, and listen for air flowing either out the intake, exhaust, or crankcase.
Like it was already said since you don't have blow by than I would say it is a valve issue. Personally I think it would be easier to pull the heads and do a valve job. But once you get the heads pulled you can check to make sure the valve issue did not involve valve smacking the priston. And if that is the case I would say go to a back up engine until you can go through and rebuild that one.
If you can... have it on a stand to pull the heads.
1. It will be much more manageable.
2. It will already be out if you discover cylinder/piston issues.
3. Fighting with the weight of one of these heads is bad enough while on a stand... let alone in the truck.
Since you are already going as far as pulling heads...
I would pull the oilpan and give everything a good look.
Maybe welded jets?
Doing the changeover with an obs motor is gravy.
I think the fuel pump lobe port took a 7/8 freeze plug.
Just in case the diagnosis is bad...
