Fuel Tank Sump?

Fuel Tank Sump?
I'm getting ready to do my hutch mod and doing my usual reading of multiple threads when I see this mentioned.
Beans Diesel Performance Fuel Tank Sump - Sumps - Fuel Systems - Performance
I did a search for something similar and came up with only a thread from 2007.
Am I wrong in thinking that this removes any need to drop the tank and would flow straight to the pre pump filter (to be installed) like normal? Is the only down side that this is now hanging off the bottom of the tank and could catch on something? Or am I way off base here?

Sump systems do bypass the in tank filters, but the lower clearance of the bottom of the tank is a reason I wouldn't do it. Getting it to seal well may be a problem if the sump is not done correctly or if you rush the project.
The tank is supposed to reduce the "work" a pump must do to get the fuel out of the tank. really, though, how hard is it to lift the fuel 15 inches?
I would (and did) do the hutch and harpoon mod and live with it.
