I installed that dash bracket in my 95 and it still creaks. Not from the bracket area though, it's on the passenger's side, and sounds like it's near the windshield. If my wife pushes on the dash slightly while I'm driving the noise goes away.
I'm guessing I have a broken mounting tab or something on the dash, or something's loose where the AC ducts attach to the dash. Only way to find out is to remove the dash... but I'm hoping I can find a definitive answer before I go and do that for nothing.

If you ever take the dash loose, maybe you could install a thin layer of rubber in between where the surfaces meet, or some other kind of noise eliminator. Broken mounting tabs sound very reasonable. This plastic isn't getting any younger. I've broken more than a few screw mounts and locking tabs on the dash here and there, mostly around the instrument cluster.
