Steering column 93 F250

My new to me 93 F250 has had some unusual mods/fixes done to it. The steering column has been messed with, the auto shifter has been removed and a makeshift shifter is on the floor, the ignition looks like it has been broken, but only the outer ring is gone and the key turn is especially stiff. the cruise control doesn't turn on and the turn signals don't work but the hazards do.
If I remember the trucks at my old job, there is an O/D shut off on the shifter handle for towing. If so, mine is missing so how bad is that on the trans?
Any suggestions on where to start to rectify some of these problems?
It has the 7.5 auto. So far Im happy with it. I knew going in it had a huge appetite for fuel, but WOW did I underestimate that. Tows great though.

Thanks,
John

I'd get a column from a boneyard. The OD light on the shifter is important in that if the trans is having issues the computer will flash the light to let you know...
