yes non cruise truck w tilt column installed in a post i read that with the cruise the horn uses a relay and changes the circuit
So what is the complete package
1. the horn pad
2. amplifier
3. throttle control for under hood
4. harness for all
5. speedo cable with vss?
i seen some donor trucks in a local junk yard some are v8s would like to install complete package

I don't know exactly what you actually need to do this swap, or even if it can be a clean swap. That's why sometimes certain options were only available on certain trim trucks, the main harness might be different.
You have the list down pretty good. What is happening is the cruise horn pad grounds the horn wire, which completes the circuit the relay. The relay actually puts the power to the horn.
Your old pad was just a simple switch with two wires, one in and one out to feed the horn. So you are probably grounding the horn circuit with the cruise pad and blowing the fuse.
Maybe someone else has done this swap and will have some info. If not, and you figure it out, write back in so I can learn something new.
