It is hard to enforce Rick. For us it was initially just text messaging and driving that was a secondary offense. Then that became a primary offense. Then the talking became a secondary and finally a primary. The one house on my street has had their fence replaced 9 or 10 times because of people hitting it.
Texting has been the law for a few years here but just passed the no cell phone use, That has been a long time coming. They can't seem to be able to enforce the no texting, I don't know how they'll enforce the no cell phone use law.

Shortly after the no cell phone use law was passed in NY, guess what? A State Trooper was in pursuit talking on a phone and missed a curve, smashing into a house. This was about a mile away from me. He admitted he was distracted.
About a month later a Seneca County Deputy Sheriff was talking on a phone and ran off the road into a barn.

I hope that they were charged with the offense, and billed for the repairs, house cruiser and barn.
