I drive up close to a big garage door and put a couple of crosshairs where my lights line up with a few small strips of masking tape. Back straight up 20 feet and adjust your lights so they are pointed about 8" lower and 8" to the right on both sides. Measure to the center of the beam pattern. Works for me... Just remember to peel the masking tape off after you are done. If the lights seem a little off when you are done, repeat and make some adjustments.
I did my son's '90 T-bird. Used the white Turle wax polishing compound, followed up with a good car wax. Used one of the vibratory polishing machines. Another way is to use a car polish/cleaner if it isn't to bad.
He only adjusts two inches down. In my experience that is not enuf and will annoy the drivers facing you. I try to adjust mine so I only get maybe one "brights flash" in about 3 hours of night driving. He also does not adjust an offset to the right. I try to get enuf light on the road to see without blinding other drivers. Hooking up the relays for your headlights helps on older vehicles.
