Red face Newb

I'm new here and have a @$%#load of ?'s!
I just bought a '96 250 5.8 ZF S5 42 5sp tranny with PTO, BW 13-56 with PTO, D 50 fr F 10.25 rear.
Now the ?'s
How do ya use the PTO's?
It has fifth wheel towing that hasn't been used in years, and I don't know how to work the dang thing, all rusted under bed, i soaked everything with blaster.
It say's 5.8 on intake, but veci say's 351, don't know if w or c, lable beside veci says it complies to heavy duty standards whatever that means.
Any help, PLEASE

PTO has a shaft that hooks to whatever you want it to run. Should be a **** in the floor. Usually pull up to engage and push down to disengage.
