Looks like the part on the steering wheel is called a contact ring.
The part that touches the contact ring is speed control brush or horn brush contacts.

I would suggest you try to find the parts at a salvage yard. But here is a place that claims to have them to buy. I have not bought anything from them, just found them with a Google search.
