As far as I know, it really doesn't have anything to do with OBDI or OBDII. As features were added, such as airbags, ABS, and things like that, malfunction indicator lights had to be added. In your case, the cluster you picked up has indicator lights in different positions, hence the need for the pinout change. If I had the wiring diagrams for you, I would be more than happy to provide them. However, I only have them for a 1996 F-Series and Bronco as this is the factor manual I have.
I think if you did some more digging, you might be able to find what you need so you can repin your connector so all is right and happy. In case you don't, you can always compare what is written on the PCB (Printed Circuit Board) between the two clusters to see what you need to change. They usually are labeled well and are easy to trace.

Well guys after researching this site and asking for help from members, the consensus seemed to be that the cluster wouldn't work without some changes.
That wasn't too much of a problem if only pin-out diagrams could be located. Unfortunately it appears that these pin-out diagrams are scarce around these parts.
After searching another Ford truck forum I found information that suggested that the new cluster would work without changes.
Since that was what I wanted to hear anyway, I proceeded to switch the cluster this morning.
Tach works, speedometer works, oil pressure, temperature, gas and voltage gauges all work. Alternator is charging, idiot lights work as before.
Drove it to town and back, no check engine light.

Thanks, I was getting kinda antsy looking at it sitting on the shelf.
I was a little reluctant to replace it until I knew for sure that it would work as my bezel is very brittle and it wont take much to finish it off. Hard to find an intact bezel at the pick & pull.

I know how you feel on that bezel. I haven't found a single on not busted. Before yours breaks, might consider modifying it to not break.
