New tensioner pulley doesnt move

I am trying to install a new tensioner pulley I have it bolted in but there is no spring action in it,is there a clip or something holding it that needs to be removed?

i have never seen one that did not move?

its brand new from the stealership and i tried rocking it with a breaker bar and no movement

Just replaced mine and it had movement straight out of the box.

It's a pair of pulleys right? Not a fixed single pulley.

yes it is two pulleys,ribbed to the left smooth to the right,i have to get under and see if there is a clip on the bottom holding it,it is snowing hard and blowing about 25-30 mph which makes it loads of fun,i need to relocate

Dang, that is real weather. I'm getting some rare March Seattle sun - I wish I could can it for a rainy day.

That tensioner is going to be pretty tight - dont be afraid to reef on it - check to make sure you are going the right way!

The Motorcraft tensioner assembly has a clip that holds things in place during shipping. It's also useful when changing the belt because it can hold the pulley out of the way while the belt is routed in place. (Although I have found it's difficult to re-secure the clip while tugging back on the breaker bar...)

To release the tension, install the belt and then use a 1/2" breaker bar to apply a little bit more tension to the assembly. This will allow the clip to drop out of the way. Then slowly release tension until the bar can be removed.

Do NOT try and cut that clip prior to installing the tensioner on the vehicle or you could be injured. Just an FYI...
