The Motorcraft tensioner assembly has a clip that holds things in place during shipping. It's also useful when changing the belt because it can hold the pulley out of the way while the belt is routed in place. (Although I have found it's difficult to re-secure the clip while tugging back on the breaker bar...)
To release the tension, install the belt and then use a 1/2" breaker bar to apply a little bit more tension to the assembly. This will allow the clip to drop out of the way. Then slowly release tension until the bar can be removed.
Do NOT try and cut that clip prior to installing the tensioner on the vehicle or you could be injured. Just an FYI...
