I got a 03 sport trac and need to adjust the parking brake on it, needs to be tightened up, does not hold on the slightest incline, cables are not broke they where just never taken care of, its a disc brake with drum in the middle

 

Have you inspected the parking brake shoes? It's quite common for the friction material to separate from the parking brake shoes, which could explain why your parking brake doesn't hold. I'd suggest before you tighten up the cable only to find you need to back it off to install new shoes, you start by inspecting the shoes.
