'93 F250 7.3 IDI Front fuel tank problem

Hi, I just purchased this truck from Ohio and drove it 3 hours to NY. Never owned a truck before and I have little knowledge about anything mechanical.

So I filled both fuel tanks up but each one took forever and the hose was acting like the tanks were full and stopping and sputtering like it does when the tanks are full. The only other problem I noticed is when using the front fuel tank, the truck tends to sputter and stall out at lower speeds. I would like to be able to use that front fuel tank if it's a reasonable fix so when I travel to the indian reservation I can fuel up at lower prices. I've heard that these Fords are notorious for fuel tank problems. Any suggestions welcome!

1: Filling issue. The tanks have a separate vent hose that runs up the filler neck, and ends right above the hole that you stick the fuel nozzle into. You can't see it unless you take the top filler piece apart from the rubber filler neck. That hose could be collapsed inside of the filler neck. That hose is how air is pushed out when fuel goes into the tank, so there's probably something wrong with it.

2: Your front tank. It's a diesel, so there's not a fuel pump in the tank. So both of the fuel tanks run off of the same pump. That should take the pump out of the equation. Your switching valve on the frame is probably fine since it does switch the tanks. It could be te pickup in the tank. I would probably look at that first.

There is a smaller vent hose that comes off the top of the tank with a plastic cap in it take the cap out and make sure that it isn't pinched somewhere.
Carry a block with you and drive the back tire up onto it will make it take fuel better.
I park with my passger wheels off the curb, but you can't do that everywhere
