It's going to be one or the other. Have you checked the connections on the top of the gas tank where the sending unit hooks up? Was the old unit working with the old tank? I would look at the wiring first
I put a replacement plastic fuel cell under the bed in mine. Turns out the sending unit didn't like the alcohol in the gas around here and disintegrated. Could be the same problem you're having. Replaced mine with one that is alcohol compatible and haven't had any additional problems. Lots of old fuel system parts do not like alcohol.
Your brass float on the sending unit could have a hole in it allowing gas to get in and not raise common thing when your gauge ain't reading. easy way to see if your float or sending unit is the problem is to take the wire off from the top of the sending unit on the tank and touch it to a good body ground the gauge should move and read full if it don't then your problem is somewhere from the wiring to the gauge
