Hello guys. I am trying to get my truck inspected and found some pleasantries.

Truck in question is a 1990 F350 7.3L 4x4 chassis cab 5 speed.

I push the switch in for washers and nothing happens. I turn the switch to intermitted, slow, or fast and the wipers will hiccup and move a little then stop. The whole time there is various clicking noises coming from behind the fuse box (wiper control module box I assume?) and the voltage gauge drops and bounces back up each time it clicks.

Where do I even begin? I can see this is going to be a learning experience

The clicking you hear is probably the relay.

I would check voltage at the washer pump(in washer tank)

Also check voltage at wiper motor. You sound like a bad board

 

Sounds like the switch might be bad. Try digging at the local junk yards for a cheap replacement. If you install a different switch and have the same problems, you won't be out much money, and you'll have a spare anyway.
