1990 f250 c6

Hey guys I have a 1990 f250 4x4 460 and a c6. I was towing this weekend and was going up a hill and she just keep slowing down. Even with the pedal to the floor she wouldn't drop down a gear. Is this normal? I feel like for such a big truck she shouldn't have had a problem or at least should have kicked down a gear?

Depends on road speed , if the kick down is adjusted and functioning correctly . Anything is possible .

What's the best way to adjust it? Never done that. And isn't it bad to manually shift the trans and run it in 2nd or 1st?
