The second truck, the 96 isn't bad either for only 700 bucks more. The 351 in that truck should have more power than the 91, and it's only a regular cab so you can probably get a little better mileage, also getting your money's worth on whats been replaced, minus the bumpers being junk apparently, but thats not a big deal.
All things considered, I'd jump on the 96 if it's in good shape. To figure out real mileage on the trucks, look at the brake pedal. If it is really worn down on the corner, nearly to the metal underneath, its over 100k by far. If it hardly shows wear, it's lower mileage. If it's brand new, then that could be cause for concern.
