94 f250 brake pedal problem

94 f250 brake pedal problem
94 f250 4x4 7.3 idi non turbo
truck lost brake pedal while driving home. looked at all calipers and lines, found no leaks and level has not dropped in reservoir. after starting engine pedal just sinks to floor with very little foot pressure.
with the engine off the pedal will "pump" up and stay somewhat firm until i start the engine.
does this sound like the master cylinder, or brake booster? could it be the vacuum pump?
