7.3 wont start HELP

ok here we go. i just got home from being in the military and have a 99 f350 four door long bed 1ton 4x4. 7.3 psd. my dad could not get it running so i came home and i started to work on it today.

first thing i noticed was the inside fuse number 30 was blown. i changed it and it blew twice and the third time i used a 25 vs. a 20 and it no longer blows.
problem solved..
but no start. on the passenger side of the truck next to the fender there is a "air pump" making all kinds of chattering racket, and on top where the two intercooler pipes come together there is a relay that is chattering like crazy as well.it has aplug on it.
this truck wont start and its driving me nuts! please help.

truck cranks but wont start. not even a cough

CANT BEAT A V10!!

First welcome to FTE.
Second, welcome home and thanks for your service.

The fuse your replacing is probably blowing because the fuel bowl heater is shorted out. Most just unplug the fuel bowl heater. I've attached a link that shows the heater plug location, courtesy of Greg.

-You said it is good now. Do you get a wait to start light?
-Do you get any smoke out the tail pipe when cranking?

The pump is your vacuum pump. Lets get the truck started first.

Hang in there, others will be along soon.

.

If you have white smoke out the tailpipe it will tell us if it is getting fuel or not...

Do you have a volt meter? It takes @ 10.5 volts to fire the injectors. Can you read the batts while cranking?

Fuel is OK right? On the back of the fuel bowl is a yellow lever/drain you can open. It drains near the front axel, and while open with key on, should be a good stream of fuel. Fuel pump is located on drivers frame rail under seat. You shoul hear pump run @ 30 seconds of key on.

Oil in motor full?

it was running about 2 or 3 months ago. when it went down it went down.....it had a little junk in the fuel water seperator my dad drained it drained the seperator and cleaned everything. he also ran seafom in it. it has had a few sputtering when cold problems a while ago but my wife was the last to drive it. she got it home it was running fine and the next day nothing. now 3 months later the beast is dead! keep in mind single owner truck bought brand new with 5 miles. only has 120,000 miles.

Whats the history behind the truck? When was the last time it ran?

How cold is it there now? Can you plug in the block heater for a couple hours, and put the batts on a charger?

Sorry man, running out of ideas.
-Review. You have fuel.
-Batts on trickle charger. Still be good to meter.
-Engine oil good. How about in HPOP near front of fuel bowl. Allen head plug, remove, oil @ 1/2" from top?
-From previous link, can you locate the IPR and look for a tin nut? Make sure its there and not loose.

ICP sensor. Pull the plug and see if it'll fire. Front of driver's side head. Someone can come along with a pic, if needed.
If no go there, do you have a spare CPS?

my dad is saying its the injectors. but from my understanding they dont all go bad immediately? and if 1 or 2 goes it should still start but run like ****. also it would at least cough a little on startup. where is this "tin nut" i know exactly where the IPR is . i really want the diesel to live again. i also have a 2002 f250 v10.and i miss the diesel. any dieas on why the vaccum pump is chattering and why the relay on the intercooler is chattering????
just thought maybe they were related.
