Unhappy 2006 5.4, misfire on #7 At idle...but

Swapped, coil, plug, injector, ran compression check, cant find a vacuum leak, valve train ok swapped pcm, checked all wiring, plug is dry when pulled, but miss continues at idle and just off idle. scanner (snap-on Solus) shows 23% loss in #7 when returning to idle. and fuel trims on theat bank are about 18%+ but return to normal at 2400 rpm...vacuum leak right? cant find one no matter what I try. Any ideas?

How about the rubber boot? Any cracks? Spring in the boot connected good to the plug?

Three times over by two people

Yeah, we did that check over and over, three different coils just to be sure, the work fine in other cylinders just #7 giving us trouble.
