When I cycle the key forward it buzzes really loud. It it bad?

 

If it is buzzing really loud I would think that it is not making up completely and "chattering" closed and open. If it is just a "humm" it may just be a weak coil. In either case it should not be doing that.

Remove and bench test it. 12 volts on one small terminal and ground on the other small terminal. Polarity doesn't matter when removed. If it does the same thing it is bad. It can be tested while installed but you must remove the wires from the small terminals so you don't send any battery or ground back toward the PCM. Sounds like a bad relay so you might as well remove it for testing.

 

I trust your truck batteries are fully charged? A weak battery might cause this under the right circumstances.
