Exclamation 2003 F 150 Not starting after fuse blew

Hello everyone out there.
I am having a problem with my 2003 F 150 after I was testing the lead for the ashtray light to see if it had power, I heard a pop sound and my dash lights went out. Now the truck will not start. Dash lights don't work, turn signals, and gauges on instrument cluster either.
I try to start it but nothing, not even a click.
I checked the fuses and all are good, not blown. But the interior fuse box under the dash it seems like the right side of the fuses register nothing when I use a 12v tester, no light on the tester at all. But the left side fuses show that they are working.
I tried to start the truck under the hood and it cranks over but will not start either. This is driving me nuts.
PLEASE!!!! Any help would be appreciated.

You do realize that many of the interior fuses are not hot all the time, don't you? A lot of them are switched on by the ignition switch, etc...

Start by separately cataloging what does and does not work.
